Ship To Name:
This field equates to the Name field in the Ship To area on the Movement page of the View Freight Bills form.
This field is most generally left blank.
Note the Starts With and Contains radio buttons to the right of this field. By default, Starts With is selected, which means whatever you have entered into the Ship To Name field must match what is actually in that field in the movement table.
If Contains is selected, then what you have entered in the Ship To Name field must be contained anywhere within that field in the movement table.

Starts With or Contains?
Basically, this allows you to perform different types of searches.
For example, suppose you ran a report of all freight bills shipped to a location called "GM" but after the report printed, you were certain you should have more bills than what printed.
Try changing to Contains and re-running the report. That way, if F.A.C.T.S. has both a "GM" Shipping Address and a "U.S. GM", the report will print both, since the letters "GM" are contained in the Ship To Name.
